Personal Protective Equipment (PPE) Regulation (EU) 2016/425

What is it?

The Personal Protective Equipment (PPE) Regulation (EU) 2016/425 is the main EU legislation governing the design, manufacture, and marketing of personal protective equipment in the European Economic Area (EEA). It replaced the old PPE Directive 89/686/EEC and became fully applicable on April 21, 2018.

Key objectives:

  • Ensure a high level of protection for users of PPE.
  • Guarantee free movement of compliant PPE within the EU market.
  • Harmonize standards for PPE across EU member states.

Scope:

The regulation covers all types of PPE intended to protect the user against health or safety hazards—such as helmets, gloves, goggles, respiratory protection, safety footwear, and high-visibility clothing. It applies to both professional and private use PPE.

Main requirements:

  1. Design & Manufacture:
    • PPE must be designed and manufactured to provide adequate protection against foreseeable risks without compromising health or comfort.
    • It must comply with essential health and safety requirements (EHSRs) detailed in Annex II of the Regulation.
  2. Categories of PPE:
    • Category I: Simple PPE for minimal risks (e.g., gardening gloves).
    • Category II: PPE for intermediate risks (e.g., safety spectacles).
    • Category III: Complex PPE for mortal or irreversible risks (e.g., harnesses, respiratory protective equipment).
  3. Conformity Assessment:
    • Procedures differ depending on the PPE category, involving self-certification (Cat I) or notified bodies for testing and certification (Cat II & III).
  4. CE Marking:
    • PPE must bear the CE mark to show compliance with the regulation before it can be sold in the EU.
  5. Technical Documentation:
    • Manufacturers must compile and keep technical files demonstrating conformity.
  6. Declaration of Conformity:
    • A written EU Declaration of Conformity must accompany each PPE product.
  7. Obligations of Economic Operators:
    • Manufacturers, authorized representatives, importers, and distributors each have defined responsibilities to ensure only compliant PPE reaches the market.
