Principle

The principle of the small ball test under EN 71-1 is to assess whether toys present a choking hazard to young children due to the presence of small spherical, ovoid or ball-like components. This is especially critical for toys intended for or accessible to children under 36 months. A component is considered a “small ball” if it fits entirely within a small ball test cylinder under the force of gravity alone, simulating what could be swallowed and block a child’s airway.

Testing Method

The testing procedure involves placing the toy or any of its removable components into a standardized small ball test cylinder (specified in EN 71-1). If the ball-like object passes entirely through the opening without the application of force (i.e., under its own weight), it is classified as a small ball and is not permitted for toys intended for children under 3 years of age unless specific exemptions apply (e.g., supervised play, educational settings).

The object may be tested in its original form or after undergoing mechanical stress procedures such as tension, compression or drop tests to simulate use and misuse by children. This ensures that no parts become small balls through breakage.
