This initiative marks a major step toward making the circular economy a reality on the ground and sustainable products the norm across the EU. By setting clear priorities, we are providing legal certainty and predictability for the concerned industries, fostering innovation, and driving investment to support the transition to a circular economy.

Says Jessika Roswall, Commissioner for Environment, Water Resilience and a Competitive Circular Economy

The European Commission has adapted the 2025-2030 working plan meant for the Ecodesign for Sustainable Products Regulation (ESPR) and the Energy labeling Regulation

The following product categories are prioritized for the introduction of ecodesign requirements and energy labelling for the next five years (textiles being one of them as apparel textiles need special attention at the moment):

  • aluminium and  steel
  • textiles and apparel textiles
  • furniture
  • tyres
  • mattresses

Aim

The two regulations will introduce ecodesign requirements and energy labeling for the categories above as they aim to foster sustainable, circular repairable, recyclable and energy efficient products all over Europe. Both regulations cover two elements:

  • product performance, as minimum durability and energy, resource efficiently, availability of spare parts or minimum recycled content;
  • product information, which will include the carbon and environmental footprint

Tools

The way product information will be made know to the public is by either:

  • using a Digital Product Passport-DPP (for non-electrical products) which is still in consulation
  • using an Energy label (for electrical products)via the European Product Registry for Energy Labelling or EPREL

Who is it for?

The requirements will be applicable for all products sold on the European market. SME's, small and micro-enterprises will be specially handled so that they too can implement sustainable strategies within their value chain too.

Next steps in the action plan

The requirements regarding both regulations will be applied through delegated acts on a product to product basis or for certain groups of similar products with the help of preparatory studies and impact assessments, involving stakeholders and other interested parties.

For energy-related products, the requirements will be adopted on 31th of December 2026.
